Blue Horizon Construction wasn’t created because Chris Cochran and Rusty Holt wanted to start another construction company.

It was created because they believed there was a better way to serve clients.
After decades of managing commercial and residential construction projects, they saw firsthand how successful projects are built – not just through skilled craftsmanship, but through honest communication, thoughtful planning, and relationships built on trust.
Those values became the foundation of Blue Horizon Construction when the company was established in the Lowcountry in 2018.
Today, the team proudly serves homeowners, business owners, developers, and property managers throughout Charleston, Mount Pleasant, Georgetown, and the surrounding South Carolina coast.
Whether the project is a custom home, commercial renovation, tenant improvement, or interior build-out, the goal remains the same: deliver quality work, stay true to commitments, and build something clients are proud to call their own.
More Than 50 Years of Combined Construction Experience
Between them, Chris and Rusty bring more than five decades of experience across nearly every corner of the construction industry.
They’ve managed projects ranging from custom homes and multifamily communities to hotels, healthcare facilities, medical offices, retail spaces, and commercial developments throughout the Southeast.
That broad experience allows Blue Horizon Construction to approach each project with a practical perspective – understanding not only how to build, but how to anticipate challenges, coordinate teams, and keep projects moving forward.
Turning Ideas into Well-Planned Projects
Chris Cochran has spent more than 25 years managing projects across design, development, construction, and renovation.
Throughout his career, he’s led projects ranging from healthcare facilities and medical office buildings to residential communities and multifamily developments. His experience spans projects of varying sizes and complexity, giving him the ability to balance big-picture planning with attention to the details that keep construction moving smoothly.
Having called Mount Pleasant home since 1985, Chris understands the Charleston area’s growth, neighborhoods, permitting processes, and unique challenges that come with building in the Lowcountry.
Outside of work, you’ll often find Chris on his bike. An avid cyclist, he rides up to 100 miles each week – a hobby that reflects the same discipline, consistency, and commitment he brings to every project.
A Lifetime in Construction
Construction has been part of Rusty’s life from the very beginning.
Growing up in Maryville, Tennessee, he learned the trade working alongside his family’s custom home building business. After college, he launched his own company building custom homes in Kentucky before transitioning into large-scale production home building, completing more than 70 homes each year.
His career eventually brought him to the South Carolina coast, where he expanded into multifamily construction before joining Lendlease, one of the nation’s largest commercial construction companies.
Over the next nine years, Rusty managed projects across the country, including hotels, multifamily communities, and large commercial developments. When he returned to South Carolina in 2017, his focus shifted back to what he enjoys most: building homes and businesses throughout the Lowcountry while creating lasting relationships with clients.
When he’s not on a job site, Rusty and his wife spend time on their Georgetown property raising Arabian horses.
